The City of Chicago has paid out $95.5 million in claims for those falsely convicted of crimes due to confessions obtained by police torture. More than 120 people have made torture claims. Other cities have been found just as guilty, with rogue police officers allowed to misuse their authority. How can America accuse other countres of human rights abuse with such a legacy of criminal behavior by its law enforcement officers?
